Connection Problems and Leaverbuster

Recently i have been having internet issues and I would keep getting disconnected from games and not be able to log back in. Usually when my internet is fixed again, the game would have already ended.

However, because of these issues I got low priority queue for 5 matches. Why is leaverbuster punishing me for internet issues?
