Why cant I get on the PBE

Ive clicked the button to get on the PBE like once a month for a year now. I've played league since beta and have over 6000 games played, if not more. Ive been all the way from bronze rank to high gold.

I dont see how I dont fit whatever criteria they are looking for, what the fk do they want from me to get on the PBE? Why would you NOT want a player thats been around since beta with thousands of in game hours on the test server?
