Ability toggle and response time broken.

I've been playing LoL since late season 1, and I've never encountered problems like this until the Ekko patch. It seems that whenever I go to toggle an ability to bring up the skill shot, or a targeted ability of any sort, it doesn't always work. For instance, when I play Ezreal, his abilities have no complex mechanics (in comparison to an ability like Rumble's ult). And yet, were I could combo them all I wanted and in the proper manner before the Ekko patch, now abilities wont toggle on or it wont bring up the skill shot lines unless I smash the button two or three times. Additionally, whenever I do get the skill shot line or the target for a point and click, it will just cancel the ability, and nothing will happen.

Has anyone else had this problem, and is there any fix for this, aside from snapping my computer and or keyboard? It has been causing me serious problems in games and is basically ruining the experience.
