question about the refund tokens

Since you guys (Riot) feel that 3 tokens is enough for players and everyone wants more of them have you ever consindered selling extra tokens? Maybe like allowing a player a certain number of extra refund tokens for purchase at max level then they are done. Permanently. This way if someone spends their 3 tokens unwisely they can still have a few extra chances to NOT make the same mistake again, or is this just a bad idea? Just curious.
