Offline Version of League? Could it be a possibility in the future?

To start off: I did not know what Board to put this under, so if someone could move it where it goes (If anyone has that power), then I would greatly appreciate it. I'm from Tennessee (Yes I wear shoes), we don't have the best edumaction and decision making skills down here.

I think it would be a cool idea to have an offline version of league, where it will update occasionally, like with every patch, but that's the only time it need to connect to the internet, and the patch would be perfectly optional. However, if you were on say, 5.1, and you wanted 5.3, you would have to install 5.2 as well, as it only makes sense that it would work that way.

Basically my ideas for this would be like this:

Starting a new summoner You would have to start over, level 1, only Ashe Garen Khazix Lissandra Lux Jinx Varus (I can't remember exactly who all the base champions are, but still. You know what I mean). You will earn summoner XP, just as you normally would. Everything acts just as it normally would.

Unlocking Champions You would have to unlock champions just as you normally would. You gain IP at the end of a match, and you can spend it on Champions and Runes.

Matches Matches would be LAN between you and your friends, and/or with/against bots of varying difficulty levels. Intro, Beginner, Intermediate, and even higher level bots would be possible to play against. All of the bot playlists would still exist, but when you gain enough experience, and you feel ready to go on (As you normally would with PvP), you'll be placed into a match system, where it will evaluate your MMR (Kinda), and place you against bots of varying difficulty levels, where they would actually pick champions in relatively smart ways, and try to create actual team comps, not just something like Warwick MonkeyKing XinZhao Udyr MasterYi. I know this would be hard to do, if it's even possible, but I think it would be cool.

Skins and other RP type things This is the part that I have no answer for. Buying RP takes and internet connection, or having to go to the store and buying a card that has money on it that you could use to buy RP (Although I think RP card codes are currently disabled), and to me, this ruins the idea of it being an "Offline" version of the game. So maybe remove skins? But that doesn't seem fair. Maybe make them cost TONS of IP (Like a 975 RP skin would be 9750 IP? Those Ultimate skins would be like 32500 then.), however, this removes the point of buying a skin, and would take money away from the great overlord Riot. They need money to build their empire. While I gladly throw my wallet at them, other people don't, and by creating the IP skins in the Offline version, if someone wants to play a skin, they could go grind it out in the Offline version, and play it against bots if they wanted. I just don't know what to do with RP if something like this ever happened.

I think it's a nice idea for people who don't have stable enough internet to actually play PvP league (Such as myself currently. Bought a new pc. Got boned with a terrible network adapter. WOOPS. Time to run and ethernet cable, and get off this shitty ISP.). I don't know, I'm sure other people would like it too, but I'm also sure that some others will hate it. I don't think Riot has the time do it anyways, and in all honesty, I'd rather see them put their time into making the current live version of League better, rather than making an offline version. It's seem like a plausible, yet complicated, idea, but I think Riot would be able to handle it. They are geniuses after all. Rito = Zilean. Leave your thoughts on this idea, and any improvements would be greatly appreciated! I would also like to here what Riot thinks of this.
