@Riot, why am I not allowed to name change to Robert %%%ot?

This guy is a real person with an unfortunate last name, I don't mean to offend anybody but I really wanted to name change to him but am not allowed to.

I can name change to Jolly Mangina but not Robert %%%ot?

Any ideas why?
