IP rewards for non-toxic gameplay/honors

Would make the community soooo much nicer. And I know Riot is gonna discount this because they will get less $$$ for champs bought with RP, but before they say that, I want to ask Riot a question: What do you think is your game's BIGGEST problem in terms of getting new players? I would say it's not balance, but the horrible community reputation. IP rewards for toxic behavior would change that a lot - legit I would never be toxic if I knew I could get extra IP.
