Using Spectate isn't E-Stalking. Stop blaming your community and accept responsibility.
The claim involves Faker, a very popular Korean League of Legends player. Another individual recently made a stream that shows all of Faker's games, using Riots API. The streamer then received a DMCA request from Azubu, a company that has Faker under a streaming contract. It was denied, since there was no basis.

If we need to change our rules over and over to close loop holes to protect our players, we will. To be clear, i have nothing against Azubu protecting its investment or Faker requesting more privacy.
I have no problem with Azubu wanting to protect there investment with Faker. I do have a problem with Marc Merril trying to pin it on the community with spectating a game equivalent to stalking. Don't blame us for using YOUR API having faults.
