Mastery and Server transfering

So I'm planning on transfering to EUW but you don't seem to keep your champion mastery. But I haven't seen any conformation if you keep Mastery 6 or 7. It would be kinda unfair if you lost 6 and 7 because you did spend blue essence on it. Also do I keep all my hextech loot?

Also I'm not really sure what board this is suppose to be on but i'll take a guess, sorry if I'm wrong.
