Buff give away

Ok I know riot just did the "which key is best for flash" thing and I was hoping they read this and would do one for buffs. Like by rank who gives mid lane blue. Doesn't have to be the whole game but first 20ish minutes would be amazing. I only bring this up because my last game. Played zings against vlad and had had a zac jg. Got my first blue buff by taking theirs around 20 minutes into the game. Zac claims to be a plat smurf, but I'm pretty sure giving mid blue at higher ranking was the norm.
