Someone has an answer? Leaver buster doesn't reset.

How long does it take (if it does) for it to drop back to five minutes? I have had 20 minute LPQ for every time I have crashed and been unable to get back into the game before it was over. I have no prob with the queue but why is it 20 minutes for 5 games? Does anyone know if it ever drops back to 5 minutes?
