Does Riot blacklist Cards that have current chargebacks on them?

I have a friend that wants to buy me a skin, but he chargebacked rito before. Does that mean his card is blacklisted? And if I do use that card, do I get banned?

Also I'm a little suspicious that you're asking about this "for a friend" Could just as easily have a stolen credit card.

If you're being genuine then I wish you luck.

But if you're using a card you shouldn't then a resounding "you suck" is in order.
