What to do with the IP refund...

Give it all back. Then make really expensive IP skins...probably just the older ones, they should cost tens if not hundreds of thousands of IP. Then all of the people who have every rune and 20 rune pages should be happy enough...and those of us that have spent a bit less, can still make use of the change.
