I want to design a game mode. Any Ideas for a great world creator?

I tried Warcraft 3 and was able to make terrain and stuff. But the hard part was to make stuff happen at certain times as well as restrict movement. Any ideas?

Or is there any map maker you would recommend that is a bit easier to use? Preferanly one that works on a turn based system like chess?
