Remake timer is too short

I was recently the recipient of the penalty of a loss AND a leave due to disconnecting at the start of the game and my team remaking the game shortly before I could rejoin. Let me begin by saying that I love the remake feature; it avoids completely unnecessary losses due to circumstances out of the control of 4 of the team members. Sure the person who disconnects pays the price, but this deters people from abusing the system to get out of games that don't start off well for them. I think this is a great idea.

However, I would like to offer some feedback and my opinion on how the system could be improved. First of all, I don't think 3 minutes is enough time to allow a player who has disconnected to restore their internet connection and return to the game. Most people who have standard internet service providers and computers load games in 1-2 minutes. It also takes a minimum of 30 seconds to properly reset your internet by turning off and unplugging the router, waiting, and turning it back on. And a lot of the time (at least in my experience), it takes even longer than this for the internet to actually come back. Sometimes the internet stays down for a couple minutes. In this light, these circumstances are also completely out of control of the summoner who has disconnected. Second, the disconnecting summoner faces a very harsh penalty (leave AND a loss) while the others affected simply re-queue and move on. If people know they are having connectivity issues, they probably shouldn't start a game. But sometimes these things are hard to predict. If it is a ranked game, the disconnecting player earns him/herself a rather unsettling LP loss considering the manner in which it was received.

For the reasons outlined above, I propose a couple of things that may make the system more just. First, I suggest that the length of time given before a remake can be initiated be extended by a couple of minutes (e.g. to 5 minutes). If the game is to be remade anyway, and the disconnecting player is to be punished regardless, then what is the harm in extending this interval if it gives the player a chance to come back? They will already be starting the game from behind even if they come back at 3 minutes, so I think extending the required time would be more fair overall. If this extended time interval is unacceptable due to the inevitability of putting the whole team even further behind, then please consider another option, which is to lessen the severity of the penalty inflicted on the disconnecting player. For example, if it is a ranked game, instead of crediting the player an LP reduction equivalent to that gained by a loss, cut the loss in half. This decreases the penalty faced by the disconnecting player while retaining the benefit to the other players. Keeping this LP loss above the LP lost from queue dodging but below that of a true loss not only deters players from abusing the system, but also relieves players who were simply unlucky from an overly harsh penalty.
