Can "refunds" be refunded somehow ? maybe after a season end?

I've always thought the "3 refunds" would be refunded after a season has end. I've bough some champ that turn out that i cant play with and want to refund it for a champ that i actually enjoy playing. Just wondering and maybe you guys can reconsider on putting that option in?? Or maybe after a period of time of when we used up our refunds, maybe a a year or two?
