So I've been wondering for awhile...

Why do comments with lots of downvotes get placed above ones that accrue upvotes just because they've been downvoted a lot? I mean, there's even a threshold where your comment actually gets hidden by default if you attain too many downvotes. Doesn't make much sense to me.
