Connection ok but cant play. Waiting for long in queue suddenly msg popup penalty abandoned in queue

I get a message said i have something wrong with my connection. It is perfectly fine with other MOBA game but only league of legends. I click in queue to play game and i have to wait for a long time and suddenly i get a message saying i abandoned alot of in queue. I try to download HEXTECH REPAIR TOOL but i cant download it. I thought maybe my connection is having problem but i try to download random software, it is completely fine. The only apps that i having problem is league of legends. I manage to play couple of game before but currently after the update around 9gigs. It start to acting up. Please fix my problem.
