jungel/supp fix that need to happen

so I am sick and tired of losing because mid laners get supp item that sends the ghosts out or ap jung that do it to especially on assassins. A good way to fix this would be is to give items the jungle item treatment of you cant get them unless you have exhaust which I think would be a good change. also can you guys just make it where devourer wont proc on hit effects?or you can finally just say some champions cant buy them at all?
