How does Riot decide who gets a new skin?

The reveal of the new project skins had me excited up until i saw the Ekko skin. It got me wondering why Ekko would get skin priority over champs like Poppy, Urgot, Shen, Akali, Kog Maw, Rek sai, Malzahar, etc. Academy Ekko came out in in September of 2015. Thats not even a whole year, yet these other champions haven't had a new skin in 1 to 4 years. I understand Ashe and Katerina but not Ekko. Can someone enlighten me to why this is?

In order of priority:

  1. Champions scheduled for reworks will not get new skins until after the rework.
  2. They get a really good idea for a skin
  3. Try to pick champs that haven't gotten skins in a long time.

According to KateyKhaos, they create a theme, and then pick champs who would fit best in that theme. Champions like Urgot, Akali, Mordekaiser, and Evelynn, who have extremely dated looks and ancient models, are currently OUT of the skin rotation because they are likely candidates for near to near future updates, and it is pointless for the team to design a skin when the character is getting an overhaul. That is why Sion and Taric got skins recently after their updates.
