Dodge Timer and its problems (ranked)

So i just dodged 2 ranked games in a distance of 50 minutes

1. Dodge 5 min Timer - 3 LP
2. (50 min later) 30 Timer - 13 LP I dodged cuz i got a guy in the first game that said in the lobby:,, Pls win fast guys, i gotta go in 30 min". Why would he even play a game then. In the second one i got a guy from the EU (french) that said Merde and instantly banned my champion and went Brand Jungle with ghost and exhaust. = I dodged because i didnt want to let my teammates and myself lose cuz of a 4v5.

Q: Why does it not forgive me for the first dodge after 50 minutes / a hour, and why does it let me lose so much after 2 dodges.

I honestly wish that you could report players in lobby too... :/
