Key Fragments?

I don't mean to be one of those guys complaining about riots drop rates on ways to win free stuff (hextech crafting) BUT, i think it must be glitched or something, because they already said ARAM is glitched and not giving out fragments, but it should, but now iv'e gone a good solid week without any fragments at all, just so happens i'm sitting at 2 right now, and to me either that seems they completely made it nearly impossible to drop, OR it's glitched, because i was having no problem getting them when it first came out, but now i'm lucky if i see one fragment after a week :/

Now now i know its free, so of course i have to earn it, i respect that, if they had like 50/50% chance on it, that would be stupid of them from a marketing point of view, i only fear it's starting to be glitched just like the ARAM ones are.

Same with the damn grading system in this game... good lord, A+ for 266 cs, 9/4/5 win with a quadra kill in one of the team fights... the fuck man.... I mean especially since the match was going so horribly early on for our team, and the fact that i got a game turning quad should definitely grant a damn S, especially with that kind of farm for a mid lane who spent most the time roaming and helping the other 2 failing lanes while i pushed mid first. What else do i have to do, meet the president and get an award? lmao.... Iv'e gotten S grades for doing way less than i did that match... what gives?

With all the various strange glitches and bugs and server issues lately, it wouldn't surprise me if the key fragments were totally bugged now.
