Question to Riot - Is it possible to reduce an enemy's Tenacity?

Simply put, we have several skills and items that increase Tenacity - Mercury Treads, Zephyr (RIP), Ionian Fervor, and Moonflair Spellblade.

Is it technically possible for an item and skill effects do the opposite, increasing the duration of crowd control effects?
