Why can't I get gifted?

Hi, my friend wanted to gift me last night two champions but my name did not show up in the friends list for gifting? Is it because i had a 14 day suspension?

Send in a support ticket or post in Report a Bug. Also, change the title. Sounds a bit like you're fishing for gifts.
