Riot Should I Buy Runes

I tried to find a link to the story where riot said they would soon be replacing runes... But that was a while ago now and I was wondering is it a good idea to waist my ip on runes? On one had if they remove them soon it is a waist of ip, or they done remove them for a season or two and it is worth to buy them. Riot please elaborate on your plane with runes so players can make informed decisions.
