Box/Key balancing idea

So almost everyone I've talked to has mentioned that they have either half a dozen boxes lying around, or half a dozen keys lying around. Almost no one is sitting at a perfect equilibrium. This led me to an idea.

What if Riot would give everyone insert number here of Keys/Boxes, based on what you don't have. So if I have 5 boxes, I'll get, say, 4 keys just to even things out a lot. If I have 5 keys/15 fragments, I'd get 4 Boxes.

And for those asking, if you are one of those special few sitting at equilibrium, you'd get 2 of each.

What do you guys think about this idea?
