How short handed is riot?

This is not really a rant but more of a question on the size of their company. I have heard from the trinity force podcast that they have to put many things on the back burner just so they can focus on getting new systems and ideas implemented. But that got me thinking, Could some of their systems they wish to improve on such as the tribunal for one just been one of those put into the back log? And if so how short handed are they that they have to nearly put everything on halt just to finish a project?
