Ip Boost Rewards

Whenever you go into a normal draft game it says you'll get an IP boost for having a party of friends but when you scroll over it, it says 0% IP boost for each one. If it's a bug, is anyone else encountering this? Or is this just how it's supposed to be? Can anyone tell this main?
