A way needs to be found to distinguish between actual leavers and unintentional departures.

Power outages, computer and game crashes, connection losses; there are a number of ways a person can be taken out of a match against their will, and people should NOT be punished as leavers when those things happen. The system needs to differentiate those situations from when people just leave.

Yes I understand the notion of terrible insult people unplugging their systems or routers, but that just comes down to the old morality/philosophical debate of punishing the innocent vs letting the guilty walk free. Really though, how many people would go intentionally doing that to their computers' just to avoid dodge penalties? I feel it would be worth it.

At the very least, they could bring back the Tribunal already and have leaver reports go through it just like any other report, so we could do our best to tell the difference between when someone left vs when they were forced away.

Loads of people abuse the dodge system as it is. Giving them a free pass like this would be out of the question because people will (not if) abuse it. Plus seeing how there really isn't the tech for this I doubt someone at Riot could make a program that can tell the difference between someone actually leaving and someone who left because of a problem.

Intentional or not, both have one thing in common: It forces a complete 4v5 & gives negative environment to the affected teammates.

The reason why all leaves are treated the same is because all leaves have a negative impact on the game. Now, Riot understands that sometimes stuff happens, and sometimes it can be out of our control. To combat punishing players for an occasional leave, Riot designed Leaverbuster with some leniency. To start, everyone is given some leniency, so you do not get punished for 1 or 2 leaves. You get punished when you use up that leniency and start showing a habit of leaving multiple games in a short enough period of time.

By the time you get punished by Leaverbuster, while the leaves may have been out of your control at that specific time, there's pretty much always something you could have done to prevent a punishment from happening, even if it is for technical issues. There are multiple guides on Riot's support website to help solve a variety of technical issues, such as bug splats/game crashes and connection issues. If there is a trend of technical issues causing you to leave, unless it's an error on Riot's end (which is quite rare), it's your responsibility to be able to find a solution for it before you queue up for more games.

Im pretty sure lp loss is quite enough let alone making them wait 5-20 mins. That is just dumb

What they really need to fix is when THEIR OWN GAME messes up. For example, the black client you get upon entering a match making, where you can not pick your champ, or mastery, you literally can hear your team mates picking, but you yourself can not do anything. This forces you to dodge because you can't select anything. And this is totally out of our control in every scenario.

This happened a couple times to me recently to the point where i have a 15+ minute penalty.... Yes my drivers are up to date, no i don't have a potato, no i have never had this issue before the recent patches. This is not a problem on my end, yet i have to deal with the consequences.

This is not acceptable and needs to be fixed.
