They definitely didn't calculate the champs damage when they are creating or remaking them. Also, quit remaking champs that were absolutely fine. If they really want to become riot game"s", hire someone proper --- at least people who test the characters they are making.

They do test them, but it is actually quite hard to balance in a way that makes the champions "desirable". As for the new champions, of course they are going to be OP or buffed to become OP, why? Champion and Skin sales.
