RUNES IN CRAFTING & LOOT

Just bring back the ability to combine and turn in runes. I have tier 2's cluttering it up too. Trade in, change out...maybe it didn't get the attention before due to its lack of actual usefulness. Obviously the cost of IP for tier 2 runes is not the issue here. Should be able to change them into sommmeeething just to get rid of them. And the TIER 3 could have an exchange system or exchange-rental hybrid system so that runes can be used on-the-fly (pre-champselect) to learn new roles effectively without having to wait until earning that much IP for a new page. And then once there is enough for a new page, decide if it is a role worth having a rune page for (obviously it can be argued that every role is worth having a rune page for)
