What does riots does to the player that disconnect from a game and is not really their fault? is either the games crushes, or never loads, but still the same consequences are apply to this player? is their ever gonna be an exception?

No, their connection issue is not riot's responsibility.
You're AFK and it is your fault. If everyone playing disconnected at the same time you did, then and only then would it be RIOT's fault.
