What happened to the tops?

Teambuilder fillout follows a very simple pattern. Mid>Top>ADC>Jung>Support.

Naturally the release of the new Sona skin places Support at the top of the list. BUT WHY AM I WAITING 15 MINUTES for a top laner when everything else filled out! Am I missing something?
