Queue Pop-up/Waiting interface suggestion

Hello,

Recently, I have been having the connection issues and getting the retry error message after champ select zoning into the loading screen. As a result, I got penalized for "leaving the game" too much. Not that I like it or not, that's not the point of this post.

I cannot find the suggestion forum for this, so I don't know if I should post this on support/help or Report-a-Bug.

While being penalized, the system puts you in a lowered queue priority, similar to leaving the game during champion select. This queue interface will cover EVERYTHING for the user's screen, no other choice but to idle and wait. The interface will cover chat, friend list, browsing shop, browsing of ANY kind.

Is it possible to have a queue timer that puts you on wait while be able to chat with friend or browse?
