skins in league

It seems to me and im sure it seems to a lot of other people that play league of legends there are some champions that get skins very often and or have in the past, so they have a lot of skins. For example there are two champions that have a lot of skins, and yes i know they are older, of course i am talking about the champions Garen and Teemo. Yes these champions are old but they each have close to ten skins, that is a ton of skins for one champion. Why is this, well Riot is a business and they want to make as much money as they possible can, but wouldent it be nice if they would spread the love around. Even some older champs like Sion for example only has four skins, and the most appealing skin is a legacy skin so you cant just buy it. there are so many cool concepts out there for a new skin for him. Also Azir a champion that is pretty new only has one skin while champions that are newer than him have more than just one skin.
