Change the lower priority queue system

Recently, I've received a lower priority queue punishment for leaving games.

Now, I realize that it is my own fault for getting in this situation in the first place and in no way am I trying to justify my behavior. Further, I agree that the new system is more effective than giving bans, because people could simply use other accounts until the ban was lifted. However, I find it incredibly annoying that I cannot respond to messages, browse through the store, or basically do anything with the client to make the time pass. I usually find myself doing other things, with no other choice. Then what happens is that you become too involved with whatever else you're doing and then you don't realize that your queue was over, and you didn't even accept the game. Not to mention that if you accidentally miss a queue, if someone on your team cancels the queue either as a joke or by accident, or anything, you have to start the timer all over. This might be a personal problem that I have with my client and internet connection, but I also find myself in a position, with or without a lower priority timer, that the matchmaking queue takes forever to load and basically will not find me a game until I cancel and restart And what happens if I restart? You start the timer back again.

tl;dr the new lower priority timer system is good but needs changes so that it gives some freedom and to prevent overpunishing
