When Will PBE Be Up

I wanted to play the PBE since i started league I was lvl 29 and about to sign up for pbe but you have to be lvl 30 so i played another 4 games and got lvl 30 and go back on there and it was down. Now it has been down for 2 months and there "fixing" something but can anyone inform me when/if it will go back up?
