He did receive a nerf awhile back but he can still be effective in the hands of a solid jungler. He has strong mobility and can do solid AOE damage and bring a good engage to a teamfight.

Easily he is still a good jungler, I personally use him very often. strong early ganks with his MS buff and knockback and late game he has his ult for teamfights and his mobility lets him put pressure across all lanes quickly

I still think he is a very strong jungler. He has good cc and is very scary if he is in your face. Hecarim is one of those champions you can carry with.

possible one of the best junglers at this time (my opinion going 9 and 0). slow clear time early but great ganks pre 6 and wonderful ganks post 6. scales very well with items. Hecarim can be a good tank and also provide great damage. build movement speed on Hecarim, it works very well with his passive. one last note i would never build boots of mobility, one because hecarim is already fast and two the bonus movement speed will not increase attack damage in combat (passive).

He's still a viable pick. Just be careful of enemy counter play early.

Hecarim is really item dependent, and relies on his blue buff to be effective (stealing this him at first or second will set him pretty far behind). Also, really strong cc champs like Janna kind of ruin his day. His w can make him almost unkillable in team fights, but only if your team knows to follow up on targets inside the aoe.

All in all, strong without being unbalanced.

As a Hecarim main, I would love to answer this! :D Hecarim has had a loooong and very bumpy history, but I will go ahead and skip my extensive elaboration of that. In his current situation, Hecarim's kit basically goes as follows.

Hecarim Q: His #1 damage output, do not ever hesitate to spam this skill, despite repeating mana costs, the CD goes down as you use it, so take advantage of that. Hecarim W: His supposed sustain, be forewarned that this skill does not make him as tanky as Riot 'wants' you can choose to level this or his E last. Hecarim E: This is your initiation skill, and by that I don't mean it's your first hit, everyone says that Hecarim's R is such an awesome initiation, and they're right, but it's not the first skill you would use, by clicking E first you gain ground on your enemy/enemies giving you better accuracy with your R, also, after hitting an enemy with your R's fear and making them run from you, you can hit them with your E as a follow up to push them farther in the favorable direction. Hecarim R: This is your ultimate initiation and your only CC, use it wisely until it is fully leveled, it's your #1 early game ganking skill, but unfortunately, like most 'fighters' ultimate, it is not your main damage output, don't bother trying to use it as such. Items: Hecarim is extremely dependent on items, shop wisely and always make sure to choose the best thing for the situation, being a cross between a tank and a damager Hecarim can be very adaptable, but if you focus on damage don't try to build half tank, or vice-versa, he can only focus on one do to some bad imbalance.

Cons: Hecarim's Q is, unfortunately, the worst spamming skill in the game! most spamming skills will have a CD of something like 1.5/1/.5, Hecarim's Q's CD does not go down with it's raised level, but by consecutive uses, it goes 4/3/2, which is insanely slow for a so called 'spam.' Hecarim's W does not heal him nearly enough to keep you alive with it's new, tiny cap, it used to, but he has been badly and unfairly nerfed, but a good player will still do awesomely with him. Hecarim's R, just to be brief and to attempt avoiding any raging rants, I will simply say that it is insanely underpowered, the damage is lower than most tanks! And the fear lasts only 2 seconds, which is so little, use this as initiation in teamfights, chases, and escapes, that's it.

All in all, Hecarim is, somehow, still considered by many players on the League as the best jungler in the game, and i greatly encourage you to get him. :D
