What is the best game mode to play in for ip

Normal draft is an issue because in all honestly with flex que still existing in normals plus the new champions craze ntm the fact that because high level players don't play normals when they do their ello drops dramatically and your force to play in this mess that riot created causing most matches to be completely uneven. I wouldn't even recommend using it to practice because in all honestly most people don't take normals seriously at all and treat it like it's blind pick. So what's a better game mode to use to gain ip where a person like me is trying to get tier 3 runes so I can at least compete at a better level.
