Transfering IP?

I think that we should be able to transfer IP to either a friends account or an alt account. I thought about making an ALt account just for ARAM's because I have every single champion. I have every rune, rune page, and every champion with 10k champion essense (30k was spent on shards because of a friend told me it would be a good idea) so i have 85k IP left over unspent. I think that HoN had a good idea about making legendary and ultimate skins Money only but every other skin purchasable through just playing the game. I don't know if Riot has spoken about maybe doing that but I think it would be a good addition.
