Limited free server transfer - Friends reunion

As far as I understand 20$(€) for server transfer is set so that players won't get advantage of server specific rules/events and to prevent playerbase flow from one server to another. There may also be other reasons for this price I assume.

The issue is - there are rare occasions where player needs to move from one server to another. For example (seen on boards) boyfriend and girlfriend were playing on different servers. They moved together and want to play on same server. Or my example. I created my account on EUNE because my country in NE region but colegues on new work play on EUW.

20$(€) isn't that big of a deal but when you consider that you can get smth more interesting for them - it prevents you from requesting account transfer. So you end up playing with friends on secondary account which isn't satisfactory for a set of reasons (e.g. low level, lower elo = uneven matchups).

It would be nice to have a limited free server transfer. E.g. once per account (like refunds work). Or once per season. Or "Friends reunion" program where once a year in set period of time specific server transfers are allowed for free. E.g. EUNE <-> EUW, LAN<->LAS, EUNE<->RU, ...
