So, why can't we ff early (or just leave) with an afk again?

Why am I trapped in a game for at least 20 mins because we have an afk? It's a waste of time, especially when mid/top are combined 1-15 by 8 mins. Why punish us for someone else afking (that probably won't get punished themselves)?
