A Proposed System to Aid in Disabusing Negative Player Behavior
Why not just set up a system where players can be trained to pick up and investigate problematic members of the in-game community.
These players would complete courses on how to spot behavior that negatively affects the game, sort of like those psychology tests I have heard some players who had to deal with that name change thing had to fill out. This, combined with a prerequisite and long-standing record of good behavior, and the ability to maintain that behavior, would ensure that people who don't easily give into negative behavior in this game, and are able to keep a level and objective head, are able to apply, and preventing someone who would likely just abuse the position.
Once they pass and complete a trial period to test if they can meet the requirements, they are assigned cases.
Either they are assigned these cases automatically, or perhaps they have a sort of selection board created by the automated system that tracks problem cases, where people select and pursue cases, this system could possibly be based on their MMR so that they could theoretically join these people in-game and observe their behavior without massively disrupting the match itself. They can investigate said case by observing their match history and player behavior, pre-game, in-game and post-game, over an extended period of maybe a week to a month, making note of things these players do that would suggest they are problem players.
These people would not have the power to make bans or chat restrictions or anything that actually affects the player in question, their purpose would be to collect information, help make judgements for the people who do make such decisions, and make a report so that moderators could more easily run through these cases in a timely and efficient manner.
These players do not get paid, either in cash or in IP/RP, and there is no direct reward. To avoid corruption or abuse, this system cannot have a system of observable and tangible benefit to the investigative players. Riot is welcome to reward them personally at their discretion but it can't be guaranteed by any means, and that the focus is primarily to benefit the community.
Again, these are not player police, they are private investigators who do their part to help the community, and they don't get anything like a border or anything to advertise themselves. In fact, revealing yourself to others that you have this position or are a potential applicant should not be allowed to avoid letting you brag, and breaking this tenet should have your investigative privileges revoked.
