Confused about Snowdown Shop

So I am confused as to how riot chose the skins on sale for the Snowdown shop. Because I have skins for every one of the champs I got (2 for Vayne already) and I rarely ever play Gangplank and Veigar. I saw a lot of people saying it was based on mastery and a lot saying it wasn't. And I'm only mastery 4 on Lee and Vayne, with Cait probably being at level 3, and Viegar and GP at 2 or 1. So if anyone could inform me that would be super appreciated! [slayer-jinx-catface]

I got 2 skin options for my 2 most played champions, and the other skin options appeared to be somewhat random.

Although on my other account the only champion I have mastery for (literally the only one - I haven't played any other champion in normals/ranked) is Ezreal and I didn't get an Ezreal skin option which I found surprising. I mean, yes I own 2 of the available skins but still I expected to get one of them that I didn't own as an option.

So I'm thinking it is somewhat random with a higher probability of getting a skin for a champion you have mastery with? No idea really.

yeah same for me, i already had skins for all the champs :/
