Can someone help me with this Helmet Bro stuff?

So I've been hearing stuff about Helmet Bro lately. I've known about him for awhile because I saw someone suggest him, he had a lot of views and stuff and I even searched him in google and things popped up about him. I've read his moves and stuff but I've also seen things in the game that kinda proves his existence. Like in Sions picture, he's actually being stared at by a guy in a helmet because he's about to kill him or something. My question is that did the suggestion for this champion come before all the little knights that appeared in the character pictures (Sion, Talon, Cassiopeia...) or was the champion actually made from the knights, because the guy saw the knights and was like "Hmm. A champion like that would be cool" and Riot liked it. It would be really nice to have a Riot worker answer this and maybe tell me a little more about him like if he's actually gonna be a real champ but if I can just get an answer to that that'd be nice.
