How can chroma skins return?

I enjoyed chroma skins, as they added a nice new look to some of my skins and base skin. Is there a possibility that chroma skins can return in some ways?

Something that comes to mind is Hextech crafting and champion shards, as they have no value to us who has all the champions or maybe a reward for getting the upcoming mastery level 7?
