Is the tribunal doing anything? I don't see a difference.
Firstly I am not focusing on the tribunal itself, or on how many people it "corrects" each year. I am however going to comment on what I think it's missing and how I think it can be improved. (I want to recognize how the leaver buster is better, and I appreciate how many people were dealt with last year.) 1: The tribunal can't do everything, and I understand this. Since the tribunal is automated it doesn't catch plenty of more difficult or minor cases. Whereas someone can curse one to three times in a game and get away with it. I more or less agree with this, as I have admittedly let some vulgarity loose during moments of extreme distress, but I do think a warning would be more than sufficient don't you? Furthermore because the player-bases tribunal seems to be dead and unused, less people receive actual punishment. So these Lee-syndromes and ass-assins, go through out their whiny days with just a warning here and there, with no real improvement. 2: The community is still VERY toxic. I understand not everyone can be dealt with, as some people will manage to slip through the cracks, but there should be SEVERE punishments for those with a large amounts of offenses in game. (I.E. excessive cursing, inflammatory remarks, and immense team disregard.) I would personally like a way to report someone who REALLY broke the rules.

I bet you're asking, how can this work? Won't it get abused? Riot can't spend that time and resources into doing something like that.
This is absolutely right! This will work similarly to the way the tribunal is supposed to work. Players deciding punishment for players. With enough votes, a case will go on to be either reviewed or a punishment being dealt.
Now, this system will not be accessible to anyone to prevent abuse, and it will operate similar to a forum as well. Only players who are level thirty and have a maximum of one warning or mute (players who have been temp banned or warned repeatedly for something other than leaving) will have access to this system.
I myself just had a game with a toxic moron, who did things such as -Refused to really play the game, only fed, cursed immensely, and proceeded to call everyone autistic, and claimed I was cheating because he lost.- This person will probably get off with a warning, or the very most a mute. I feel like there should be more I can do, but sadly Riot has not implemented anything like this.

Now to cover the actual system itself. (sorry for the previous ranting.)
This will operate like a forum. When you have a terrible game, you have 24 hours to report that person, but taking a screenshot of their offenses, and your game's end-game screen. (I understand this is naming and shaming but oh well) Then other players who are a part of this forum will vote whether to punish or pardon this person, and with enough up-votes it will move on to a Riot employee, or with enough down-votes this case will be removed. Another way to keep only good cases flowing into this forum would be to have a counter-measure in place to where if someone gives 2-3 failed cases, he or she is banned from voting, or presenting cases for a time period. (this is in place to hopefully keep spamming and abuse at bay.)
One final note. I understand that the presentation of summoner names will be a problem, and that's what I'm hoping riot can implement some method of doing this without names involved, by some sort of system.
I would love to hear what everyone thinks of my ideas, and I would enjoy hearing suggestions on how to improve this even more.
P.S. Bump this up so that Riot sees this and they may do something similar to help weed out the most toxic of players from the game. Don't F
