Can Accounts be mixed up?

Well yesterday when i looked up my account it showed me a level 7 account that hasnt played in years Today i log in to find out i am perma banned, but it says i am lvl 7 with no match history perhaps the accounts have been mixed up? i do not understand .----------. i just play and dont really type
