Is This a Good Build to Start off Playing LoL?

I've been off LoL for Quite a while Since (Braum Update to Be Exact) My current Toaster Finally Gave up trying to keep up with LoL by giving me FPS of 20 and below on the Lowest settings (Embarrassed), I've been on to see it will still run by playing AI but FPS get worse Every Update. Now Lets get to The Actual Reason why I Started the Post. I want to Start a Build so I can come back on A.S.A.P, I am Planning to Upgrade Parts after I complete this Build.

Right now my intentions is not Trying to max out my FPS, only Enough to make it Playable at least 60 ~ 100 Fps so i can get back into the game.
