Has this ever happened to you?

Has anyone ever been permanently Leaverbusted? I have lost count of how many games i have had to wait 20 minutes to play. Just wondering if I should just quit the game of keep hoping to not have to wait 20 minutes the next game. Would love some answers. Thanks much -Wolf
